Is is no secret that many state, county and local governments are struggling to provide services to their residents while trying to balance those services against a shrinking budget. Whether the services are for housing, education or healthcare; you don't have to look very hard to see that many of the resources that were commonplace a few years ago have been minimized or have completely disappeared.

For example, many counties that have non-profit hospitals and clinics, no longer have funds to assist their residents with prescription assistance programs.
